В мае 1551 года на место будущего города, по реке Свияга, приплыло русское войско во главе с Иваном Грозным. Цель у царя была одна — взятие Казани. И до него другие русские цари пытались взять столицу Казанского ханства, но безуспешно. Для этого был необходим форпост или проще говоря военная база, которая бы защищала тыл русского войска и обеспечивало его припасами во время длительной осады Казани. И такой базой должен был стать Свияжск.
