When I travelled in India in one city I saw the similar person on another side of the street. I had a tele lens with me and took his picture, expecting that he did not see me. It was wrong. He immediately rushed put from his place, crossed the street and started to request money from me pretty aggressively. If that person was not gambling his appearance, if he was not a beggar, how to explain his behavior? Unfortunately, I cannot attach my picture here, but it is very similar to yours.
